6th PPP MENA Forum 2026

The PPP MENA Forum is a regional meeting point for public-private partnerships in the Middle East and North Africa. Its sixth edition, run by Dubai-based Great Minds Event Management, brings senior government officials and PPP units together with project owners, investors, developers, lenders, contractors and advisors for two days of deal-focused discussion at Palazzo Versace Dubai. The theme for 2026 is building a stronger, more resilient MENA through PPPs.

Key focus areas

The 2026 programme is organised around five themes that track where the regional PPP market is heading:

• Bankable project pipelines: turning policy and national visions into award-ready projects
• Credible capital structures in a more selective investment climate
• New sectors beyond utilities, such as healthcare, education, transport and city-scale developments
• Long-term partnership value across 25 to 50-year concessions
• Market confidence through governance, transparency and risk allocation

Who takes part

Government partners for 2026 include the Abu Dhabi Projects and Infrastructure Centre, Saudi Arabia's Ministry of Health, the Kuwait Authority for Partnership Projects, Dubai Culture, Egypt's Ministry of Finance, Zambia's Ministry of Finance and National Planning and two Jordanian ministries. The advisory committee includes PPP leads from WSP Middle East, Arada Capital, WAPPP, KAPP, Tatweer Buildings Company and the Istanbul PPP Center of Excellence.

Project pipeline in focus

The forum highlights live regional PPP projects as market drivers, including the Dubai Strategic Sewerage Tunnels, Abu Dhabi's PPP pipeline, Jebel Ali STP Phase III, the Aqaba–Amman Water Project, Saudi water projects such as Ras Mohaisen IWP and Rayis–Rabigh IWTP, Egypt's desalination programme and Kuwait's Al-Zour North IWPP phases 2 and 3.
